What's a PAL/NTSC "Selector"?

It's a PPF file (duh), but what does it do? I know what a PAL to NTSC patch does, what does a "selector" do? I'm referring specifically to the K1 World Grand Prix PAL/NTSC selector.

Try patching it with Paradox PS2 Patcher (as far as I know it will analyze the bin file and create a PPF patch for it - then you can apply the patch to your bin file using the same program).

PAL to NTSC Conversion - is there a way to get the screen centered on my NTSC tv?

Instead of having the bottom inch of the screen cut off, is it possible to use a utility like Y-Fix-Par to get the converted game (Pro Evolution Soccer) to boot up so that it's centered on the screen...
