PAL to NTSC Conversion - is there a way to get the screen centered on my NTSC tv?

Instead of having the bottom inch of the screen cut off, is it possible to use a utility like Y-Fix-Par to get the converted game (Pro Evolution Soccer) to boot up so that it's centered on the screen (ie. a bit of the top & a bit of the bottom shaved off, instead of an entire inch off of the bottom).
