See Micro$oft's page about the Device Manager error codes: http://support.microsoft.com/kb/310123. (Also, next time, quote error messages exastly, there's obviously a textual description, not only an error code!) Also, try http://www.driverguide.com for all kinds of device drivers.

Ok lets goto basics..

1. Check to see if both drives have their jumpers set properly (if sharing the same IDE ribbon) one should be master and one should be slave. And check the BIOS is seeing the drives at startup, if it doesnt there is a problem you can check with the following ideas.

2. When PC is off, check that the IDE ribbon connecting the 2 drives is firmly connected to the motherboard and back off the drives. Remember for IDE ribbons The red/white dotted side of the cable matches with the red power cable of the power connector. I.e. RED <> RED.

3. Check with another IDE ribbon incase the one you have is faulty.

4. Also install IDE drivers and Chipset drivers for the motherboard.

5. If all else fails, remove one drive from the chain physically (do this when PC is off) by removing the IDE ribbon from the back, and try with just the other drive, and vice versa one drive may be faulty and causing intermittent problems.

6. Bash the PC with a big hammer!

1.Remove the Upperfilters and Lowerfilters values completely from the following registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
NOTE: If you are getting a code 39 message, it may be that additional third-party filter drivers were added to UpperFilters and LowerFilters values in addition to Adaptec filter drivers. In that case, you may try to remove the non-Adaptec filter drivers first, leaving the Easy Creator filters in place to see if the Code 39 goes away. If you still receive an error code 39, 32, or 31 message, remove the Upperfilters and Lowerfilters values completely in the preceding key.

2. Restart your computer.
