Copy Movie, Edit it, Save to new DVD - Basic Process ???

Need advice:

I have a dell PC with one RW/DVD player. 60 GB HD.

Would like to copy a standard movie, do some editing, then copy the edited version to a blank DVD.

Or copy segments of the movie, clip together, then copy to a new DVD

What's the basic process and what software do I need ?
