ok when you burn a dvd 2 vcd you compress the movie right is there a way 2 uncompress it 2 dvd-r so the quality comes better than vcd if so how and what programs

Nope, sorry dude. When we say compressed and we are talking about vcds that means that basically the movie has been reencoded to fit onto a smaller format. That takes out, in this case a lot of the quality which will never come back.
