What is the REGION X and do I need it. If so where can I get it?

I am using Gameshark2 v1.9 to boot games. I finally got NHL 2001 to boot (must have been a bad copy), but I cannot for the life of me get Quake 3 to boot.

Is there a special way to burn this game or boot it? If so, please tell me
