resident evil 4 graphic problems

I have not seen this problem ever w/ my PS2. I made a backup of resident evil 4 and the graphics are all messed up. It looks like a monitor refreshing (like you see when one is on a TV program) over and over and really fast.

Tried to make another copy and it did the same thing....any ideas?

Are you trying to play a PAL version on a NTSC console??
