Fastest DVD ROM drive?

I had a couple of questions regarding DVD-ROM drives...

1. Why is it that some games/movies rip at slower speeds than others. I use DVD Decrypter, and some DVD's or games I back up rip at like 4.0X, some at 16.0X. Why is this?

2. What make and model DVD-ROM drive to you recommend for doing DVD and game rips with? I want something that rips as fast as possible. Any drive with a good cache and so on? I don't know much about them.

I know these aren't directly related to PS2 back ups, but pretty close. Thanks for all the help!!
