Isn't self-bootable games can boot without bootdisk?

Galway...isn't self-bootable games can boot without bootdisk? if you need a boot disk for self-boot games, then what's the purpose of making it self-boot?

Self-Boot games, can boot up without a bootdisk. Just like an origional Dreamcast game. Insert and play that is it.
