Dreamcast PAL-2-NTSC Patcher

Does anyone know how to get this program to work. I have two games that are PAL, Surf Rocket Racers + Dynamite Cop. I can't play these because there is no 50/60 switch in the game. I tryed using Dreamcast PAL-2-NTSC Patcher but it doesnt work right. Anyone know how I can play these games on my DC?? Thanx
