games not workiing

i downloaded the ps2 street fighter ex3 and burnt it with nero as its a cue/bin file and didnt work on my ps2 with swapmagic?

also i tried booting a ps1 game with swapmagic and that didnt work either.

(both said same error of not a valid ps2 disk toc file too small or something)

however i have no problems backing up my own ps2 games and playing them just these two havent worked. have i done something wrong?
