create dvd from avi file created by tv card

I am looking for a step by step guide to help me burn dvd's from a captured avi file. I have recently installed a tv card (that only captures in avi). From the research I have done to this point, it appears that an avi file will have to be converted to an mpeg file in order to burn to a dvd. In one application, I will be capturing from a direct tv satelite system. What I need from a guide are the steps to convert to mpeg from avi, shrink file size (to 4.7) if necessary, and burn to a dvd. Any help would be appreciated.
