True NTSC/PAL switching

Messiah2 states that there mod chip has this function. What does this mean exactly? The way I understood this was that I would be able to play PAL games on my NTSC console. Am I wrong in thinking this? I remember reading not to long ago a post by someone stating that to play import games you have to switch the mod chip to the import mode. Other then the boot procedures I haven’t came across any info on how to do this. The reason I ask all this is because I have a dozen or so PAL game that when I put in my NTSC console I get the rolling screen. And yes I do know about the PAL/NTSC patch software but it doesn’t always work and it would be cool to just have the mod chip do this switch if possible. Ok this is getting long winded now I’ll stop.
