Gnd & 3.3v Help!

Here's a quote I'm confused about: "With reference to the above photo, solder wires to the 3.3v and GND pts."

Does that mean connect those two points together like NTSC color fix point and 3.3v? Or does it simply mean to the correct points on the messiah chip?

How important is it to insulate them? Would the chip not work at all if I didn't?

What version is your machine? what instruciton guide you are using??

However it is not logical to conect the 3.3v and GND pts. it will just short the points and burn your mother board.

I think it means conect the 3.3v to your chip's 3.3v point and GND to your chip's GND points.
