DDR3 NSTC to Pal

Can anyone help please? Im trying to convert my Japanses NSTC version of DDR3 into colour on my PS1 UK/PAL.
Ive tried several patch programmes and all I end up with is usless CDs.
Does anyone have a tried and tested method for me, that CDRWin can burn please?
Also I have read somewhere that there is a generator that gets you action replay/gameshark codes that convert NSTC to PAL so I can use my original CD, anyone ever heard of it?

And finaly I have allways been told that a RGB/Scart lead will play NSTC games in colour(my TV supports NSTC) but still wont give colour(my laptop displays fine in NSTC mode).

I would be realy greatful for any help with this

Thanks, the problem was alot simpler in the end.
Sony supplied the scart lead with my PSX which didnt have all the pins required to show the NTSC image, so I got a new one
