problem playing game on messiah chipped ps2

My m8 has downloaded a game called "state of emergency" it was a *cue and a *bin file.
i told him to use cdrwin to burn it on CD. It burned ok, but
the cd wont work on his messiah-chipped playstation2.

Can anyone tell me whats wrong and why it doesnt work ?
it burned ok put then came up disc read error on ps2

either the blanks aren't readable in his PS2, try a different brand. or the burn was bad for some reason, or the rip is bad in the first place.
