Help! slow cd read

I have an HP 9100b and it recently started reading cds at 8x when the read is supposed to be at 32x I ran nero's cd speed and it maxes out at 9.71x for a read. Anyone know whats going on? I have 384mb ddr ram, 1ghz p3, and windows xp

Go to device mamager and make sure the IDE channel (probably secondary) has DMA enabled, it may be set to PIO.

Control panel
System
Device manager
Expand IDE controllers
Right click on secondary and open properties, go to advanced.
