Harry Potter SLES-03662 PAL UK has no protection, hope this helps. don't know 'bout ntsc though.

The UK (Pal) version of harry does have protection...

It is able to detect older non stealth chips and boot discs.

Try using import player to disable chip or bootdisc detection and boot in the game, you can find importplayer on megagames
