RISK II HELP

When I run Risk II with the patch from here I get a message saying: 'The SHELL32.dll file is linked to missing export SHLWAPI.DLL:SHRegisterValidateTemplate' Once I click on that the next message says "A device attached to the system is not functioning.
I run Windows ME. Any idea how correct either of these?
Any help would be greatly appreciated.
