is a cd lens cleaner the same as a dvd lens cleaner

No it isn't - but not in the way yyur..... means. They do the same thing in the same way. But a DVD lens cleaner will usually contain a region free DVD movie to guide you through the process of flailing the lens. The flail process is then, effectively a DVD Movie of a specific length and then you're put back to the real movie to say it's all done.
