p4u patches do not work, or do I do it wrong?

I've tried to patch a few games using a .p4u patch file but the game is still NTSC afterwards.

Some info:
I make a .bin with CDRwin, I apply the patch with PAL4U2000 v1.23.

I've tried the next games:
Syphon Filter 3
Worlds scariest police chases
Tony Hawk 2

I can patch games as long as it is not a p4u patch...... The games I patch with a .ppf file work perfectly, but for Syphon Filter 3 a .p4u is the only patch I can find.

Does anyone have an answer?
