Bust A Move 99

Apologies if this is a stupid question but it's my first attempt at patching so plas bear with me. I'm trying to PAL patch the BAM 99 from NTSC.
Using CDRWin, I've created the .bin and .cue file, and d/l the patch. The patch is an .exe and brings up a DOS box asking for the destination CDRWIN Iso to which I specify the destination of the .bin (with me so far?? is this right??). It then tells me that "ISO-Format is NTSC/US format" and "no block file found in this dir. RTFM."

I've tried a few times and the long and short of it is that I can't get it to play ball and you can't really play this game in black and white!! Any help would be appreciated. Thanks everyone.
