How 2 Change from NTSC --> PAL

How do i do to change a game in NTSC mode to PAL.
Is it possible or not ?

If it is, where can i find the tool to do this ???
If there is any tool for it, is it compatible with CD-r Win ??

is it playing b/w if it is you can
1.use a boot disc
2.get a scart lead for your psx or a pal converter which plugs into your psx
3.reburn the game and had a patch from megagames.com using ppf-0-matic
