There will never be a ps2 boot cd?

I know that there is no ps2 boot cd as of yet but people are saying that there will NEVER be one. If it could be done for psx wouldn't time be the only factor? What about a game-enhancer type like device?(beside ar2 or gs2)

Toaster
As far as I know the boot sequence is pressed into the disk. The game is then burnt to the disk, so when you make a backup you cannot copy the pressed in info only the game data. The ps1 games had this info in a bad block of data on the disk and the chip supplied the missing data when the ps1 went looking for it.
I feel many people may shoot me down in flames for this answer, but it's close.

Absolutely right toaster,Thats why no boot cd alone will ever work. You MUST have a mod chip to play backups
