How do you put a PSX game into NTSC

I have a patch for Driver2 in ppf, it says to apply to a immage that is in "perfect NTSC". First how do you put a game into "perfect NTSC" and how do I apply a ppf type file to it?

I have a NTSC system with a stealth mod chip. My backup works without a patch. Do you have a stealth chip? You may not need a patch.
