If you're talking about original Sega Dreamcast game discs, forget it!!

You cannot copy original Sega Dreamcast discs using a standard CD-R/CDRW drive. It requires a very extensive process using a serial cable between your Dreamcast and PC, and the files need to be RIPPED from the Dreamcast, then they're extracted, hacked, A/V files have to be downsampled, some files or functions may need to be removed, so the game will fit on a single disc. Sega GD-ROM discs can contain up to one gigabyte of data, a full 300mb+ more than a 700mb CD-R.

In future you need to research this message forum and search for specific keywords before asking such questions, since I've answered with almost the exact same answer less than a week ago and this is a standard answer to newbies who ask the question. It get quite monotonous to keep answering the same question from literally hundreds of newbies who don't take the time to read and search the forums FIRST.

Thank you for your cooperation.

CD-R copies are easy to copy, provided you have a CD Burner program that copies the disc exactly as it was originally written. Disc Juggler is one such program, as is CDRWin. Some people say they have had luck with Nero too.

One thing to remember is never copy from disc to disc. Always copy the existing game copy to an IMAGE file first, then burn the image file to another disc.
