encrypted Kirikiri engine game help

I am currently trying to repack the game series 9-Nine and am struggling to figure out how to get the files decrypted and either re-encrypted or at least recognizable by the game. I have been using GARbro to decode the files, and Kirikiri tools' version.dll and xp3 packer to rebuild the files to no success. Does anyone have any suggestions or want to take a look at the game to see what I can try?
