burning an MPEG

How do I burn an Mpeg to a CD-R so I can watch it on a dvd player. I've heard conflicting stories. My DVD player supports VCD format. I've heard that most Mpegs are already in VCD format and some have to be converted before you can burn it, but converting effects the quality, How do I know if I can just burn it to a CD-R?
Thanks

Get nero 5.5.4.0. select vcd format then find your mpeg file and drag it into the compilation if it is not in the right format, when you press burn it will encode it for you in standard mode. Compatible with almost all dvd players that play vcds. If it is in the right format then it will start burning. Watch out enc####g could take long... Really long..
