This is one of the easiest.
Copy all files from cd to a temp directory on hard drive. Download the latest Tropico patch, it only consists of a new executable. Replace the tropico.exe in _setup dir with the patch one. Then burn the contents of your temp directory to a blank cd with volume label Tropico and you now have the latest install that runs from that cd - no problems
