always the same problem , i used liblz4.dll v1100 with xtool 0.9.9 hotfix and

packcmd = "PE\XTool2020\xtool.exe" precomp -munity+lz4 -c256mb -t90p -d1 --dbase - - <stdin> <stdout>

packcmd = xtool\xtool.exe precomp -munity,lz4hc,l12 -c64mb -t100p --dbase - - <stdin> <stdout>

*.dat files It's lz4...

Put attached dc.xtl near xtool.exe and use -mdc in arc.ini
Also required liblz4.dll
