do you have pal or ntsc machine and games is pal or ntsc???

in my particular case i have a pal machien and i cant tell whether the power stone backup i have to burn is either ntsc or pal so i'm just going to assume its ntsc.
currently the backups i produce wont work, would this happen if it was ntsc or would it be more a case of a crappy picture? also i'd like to know whether i'm able to use cd-rw for producing backups as currently when i place it in my DC literally nothing happens - it reacts like there is no cd in there.
