The CPU fan could be clogged up with dirt, having a side case open does more harm than good as it will draw in more dust and stour.
Also there is a chance the heatsink compound has dried up to long exposure to heat and heat transfer from CPU to heatsink isnt flowing 100%. And yes it could be a faulty PSU, if not giving out enough power, the motherboard etc will force the PSU to work harder to get it which will overheat the PSU.
