Can I request a patch?? PAL to NTSC Patch that is

Hello

Can I request a PAL to NTSC patch for a certain game then, not sure if that is legal????

I know the patch has not been released, I think this game will never be NTSC, hence the reason I bought it. I do not have a modchip, or anything like that so that is not an option.

Please pm, or email me.
