Confidential Mission

I am having tons of trouble burning this game. It is one track03.iso.

I have successfully ripped it with bbrip. I have sucessfully extracted it. I have tried hack3 on all bin files. Hack3 on just 1st_read.bin. And just letting selfboot.bat do all the work (binhack). It just wont work. It goes to the Dreamcast tools screen. Can someone please help me get this to work. Any ideas are appreciated.
