need help binding socket

the problem i have is that i cannot get my gc to connect up with the pc, i am using pheonix 2.1 beta and have put in the details such as ip address's in both the gamecube and the pc.when the gamecube is trying to connect to the pc it eventually gives up with the message the isp couldn't be connected please make sure your details are correct. a message i usually get on the pc is "dns error: cant bind socket". i have read an earlier topic on this which recomended changing port holes but i must have been through thosands of numbers without success, an interesting factor is that there is no complaints about the dns error when i start the pheonix program first and then the gc...any help would be appreiated
