US Browser: HOw do you burn onto CD?

I used the CD-Writer at college and used the simple Drag and Drop method. I used Winrar to extract the files (Browser.bin and Browser.cue) and burned them onto CD. What am I doing wrong if it doesn't work on the Dreamcast?

You need to use the bootdisc as the .bin version of the browser is not self-booting
