Nah, I completed RF2 and I didnt get any option to play online. The first RF is playable online.

Your friend might be confusing the MP Option with an Online Option. There is Multiplayer in a sense in RF2 but only with CPU Bots. Nothing more.

I think the reason RF2 is not playable online because it was developed for a bunch of platforms at the same time, therefore less time being spent on the PC release of the game. Also the fact it was a port of the console version probably didnt help much either.
