I've personally soak them in water a few time and they are not giving me any problems.
What I did was to put it face down (label) into the water, in such a way that it's still floating near the surface for 15 mins or so, after that, just peel off the top layer, exposing the glue. Spray some wd 40 and let it soak for 10sec or so, before gently rubbing the glue off using cd cleaning cloth. Once all the glue are wiped off, I use very mild dish washing detergent mix with water to rinse off the wd40. To ensure a clean finish, use those compact disc cleaning solution to clean up the disc. I've done that a couple of time and all the disc are still working perfectly.
