CDR in PS2 w/o mod?

is it possible to burn a ps2 game, and play it in ps2 without adding a mod chip to the actual ps2?

Kinda makes u think don't it......If it was possible to boot backups without a mod (reliably) then why would everyone go to the trouble of getting a mod fitted??????
