newbie need help: convert pal to ntsc without ppf patch

somebody know how to convert ps2 full dvd PAL version to NTSC?
i have download "NTSCONV", but don't know how to use it, it require bin/iso, but i'm fail to do this with cdrwin. have any other software can do this?
