NTSC/PAL patcher or slector???

Hi, I have this weird problem with US NTSC Final Fantasy IX.I have Messiah moded V4 PAL PS2 with RGB cable and it is working properly, all games(CDs,DVDs) for PS2 from both NTSC and PAL region work fine.But now I have a problem with PS1 game FF IX which is US NTSC and want to play it on my PAL PS2, but the screen flickers like nuts.I have already tryed with NTSC2PAL patcher but the only thing that has changed is text under PS logo at he disc boot-up which was changed from "sony computer entarntainment america" to "sony computer entarntainment europe" but the picture still flickers.Was the patcher only to fix the color(it was called "NTSC-2-PAL Patch & License Fix") or do I have to download "NTSC-2-PAL" selector to fix frequency problem..And I would also like to know why all PS2 games in NTSC format work just fine at my PAL PS2, but PSX game in NTSC format flickers???

Question

Sorry for being so stupid but i want to know.... Isn't there a way to change your psx from NTSC to PAL (or vise versa) just by opening up to the loading screen or someting and pushing a combination of buttons? I have heard of this before but i forgot. Could someone tell me how? Thanks

I would just like to know which is the best patcher for PSX games from NTSC/PAL to play them on PS2 or maybe import player to corect frequency problem(y-pos).Now I've tryed ImportPlayer Light 2.1 and the picture and color are fine but the in-game movies seems to work slow and the sound skips in in-game movies too.
