Dedicated is the devil
Ok so after alot of testing and hours I figured something out. The Private Server Patch doesn't work for the dedicated server. You must install the whole thing. Here is what worked for me:
1. Uninstall All 2. Install BF1942 3. Install Rome 4. Install 1.3 Client Patch 5. Install Patch 6. Install Patch Fix Joy! Hours later we have a server! Whoot
