Civ3-PTW: IFC32.dll is missing

Hi Folks,
tried to install the actual Patch v.1.14f ENG. Civ3 is english version too and works fine in v.1.29f.
Saw on other Boards that many people have the same problem, but no solution available.
Somebody here with a proper solution?
