Making a patch without PAL/NTSC selector

The patch I used was this one:
Need For Speed 5: Porsche 2000 Protection Fix
- This is for the ENGLISH, GERMAN & SWEDISH version! EURO
PAL 294 KB

I used it because the race keept restarting every time I tried it, after approx 10 sec.

I have tried just burning it with both clone and cdrwin, but it didnt help

The game does work with the selector

Should I have used another patch
