this happend to me too
i had this problem on my v1 ps2 same stuff as you the disk only spins 1/10 of a spin so i gave it to my friend and he looked at it and told me the lens was bad
go here for parts http://www.videogamerepair.com/ they have new lenses and ribon cables they sell ribon cables for less then the one above http://www.gamegizmo.com/ i hope you can get it working again
