3.3V point

Got a question, Had to reinstall messiah chip due to testing another suspected failure. but due to the location the chip sits on a V4, everytime I case the ps2 back up the system fails to boot, so I have moved the chip to somewhere more free. I want to keep the power and ground leads as short as possible,

so? Is there and alternate 3.3V to the one on the diagrams, I have metered up the PCB and came across a point of 4 contacts that are all together, the position of this is on the top side of the MBD and to the left of the memory card/controller cable directly under the copper lettering of PS4, can someone confirm this for me. Also, what is stopping me scraping away the green to expose the copper underneath and using that for ground?

Jeff
