Question GTA3 Problem

When I start up GTA3, it goes through the opening movies, and then freezes up on what I suppose to be the setup screen. On the right half I see a fragmented image of comic-book-art, and on the left, it's strangely a screenshot of the setup screen of NHL 2002(which my brother plays all the time), with what I suppose could be called "snow" scattered around. It'll just stay there unless I press Ctrl+Alt+Delete, and then enter.

Any Ideas?

EDIT: Oh, and if you're wondering, here are the specs for my computer:

Intel 466 Celeron
128 MB RAM
Intel 810 Graphics Card

I also have my Graphic card's latest drivers, and DirectX 8.1

Well, I'd understand, but not even able to load the opening screen? I thought my computer would be better than that.
