I thought the point of banning someone was to force them to contact you in order to resolve some issue (e.g. spamming/trolling). If you just run around deactivating peoples' accounts and ignoring the resulting emails, people will just resort to making new accounts and continuing to do whatever they got banned for.
Not a very professional policy IMHO.
