My bag is PS2 (i.e I'm not PS expert) and there the modchip is important. The internally wired modchips reach each important register and can thus do more for less patching (in some cases). The external modchips are constrained by the port to which they are attached.
On your copying problem (which has the same rules for PS/PS2), the magic word MIGHT be "Burner". The burner should have a strong laser and it should support RAW+96 for protected games burnt with CloneCD. Media matters most with a cheap burner.
