The Play button appears when you have the game installed. Use to run the game by autorun.
If you're having the game installed, you can not see the install button, only the play button.

If you do not uninstall the game properly, just deleted the folder, you have to remove the registry entries in Windows. Otherwise, the installer will think the game is still installed.

If this is your case, open the Start Menu and type "regedit" and run. Search (ctrl + F) for the entrie "2K Games" and delete the folder "The Darkness II". That done the install button appears again.
